This Technical Guidebook has been developed by the UN Women Libya Office as a practical reference to support the development and implementation of inclusive budgets that respond to the needs of all segments of society, including women, men, and children. 

The Guidebook aligns with Libya’s constitutional and legal framework as well as relevant international standards.

The Guidebook aims to strengthen the capacities of public institutions and key stakeholders involved in planning and budgeting to integrate an inclusive approach into public policies and budgets. It seeks to enhance the efficiency and effectiveness of public expenditure, promote transparency and accountability, and ensure that budgeting processes are responsive to the diverse needs of society. The Guidebook provides a clear methodological framework for applying inclusive budgeting throughout all stages of the budget cycle, from planning and execution to monitoring and evaluation.

The Guidebook is structured around five interrelated technical units covering the core concepts of inclusive budgeting, mechanisms for integrating inclusivity into planning and budgeting, performance evaluation and impact measurement methodologies, challenges specific to the Libyan context, and a practical strategy for implementing inclusive budgeting at national, sectoral, and local levels. It also draws on successful international experiences and practical examples that can be adapted to the Libyan context.

This Guidebook targets public sector officials, parliamentarians, sectoral ministries, local authorities, and civil society organizations, serving as a technical tool to support good governance and ensure that public resources are allocated in a more equitable and responsive manner to meet the needs of all groups in Libya.
